The tower crane is build on sections of steel structures from ground level, they build much higher than needed, so the protuding section at the top that houses the crane do not need to be removed all the times, that probably explains the cost of building. They probably start to remove the protuding section when it reaches a height which is easy for machinery to access.

There are only two control levers that are on a tower crane.There is one on either side of the seat called joy sticks the right side joy stick controls the hoist cable to go up and down pushed forward to go down and pulled back to hoist up.The left has four functions it controls the swing of the crane and also the boom of the crane to control the swing you push the lever to the left to swing left and push the lever right to swing right.You pull the lever back to boom up and puh it forward to boom down.

Secondly, as the mess beneath the rubble is bound to be unstable, moving stuff off from the top can cause collapses further down. That danger can be lessened by working more slowly and carefully. I dont belive it is unsafe, if they are meticulous. Your belief is all well and good, but is it based on actual experience?

The idea is that Crane Hermit is a selfish man that would do anything to get what he wants. In the past, Master Mutaito was there to ram some discipline in his head and have him under control. Following the events of his death and the defeat of King Piccolo, nothing could really stop him from being a selfish jerk again.
