Q: our apartment has none and we have gas heating. is my landlord legally required to install them?if possible please list a site that explains the law if there is one.: In my experience the indication is: air is leaking into the impeller side from the suction tubing. Cracked housing, no pipe dope, cracked pipe or fittings. No easy repair, just replace the pipe and fittings, taking extra care to seal all joints, and let any glued joints dry for hours before handling.

It gets brittle with age, it cannot take excessive pressure, the fittings, especially valves, wear out quickly as well. And it has a large coefficient of expansion which must be accommodated as part of the installation. Writing for myself, I would not touch the stuff. A much better, if slightly more costly option is PEX. It has been around in Europe for many years, is extremely rugged, and very easy to use.

Any Suggest?: It's not. The ports are all marked on filters these days. Inlet means in to filter from pump. Waste is backwash (if a sand filter). Outlet goes to heater, chlorinator and then pool return stub out. The front of the pump is where your suction (from pool stub out) goes. Top of pump goes to filter. Just make sure you have all the plumbing fittings and pipe handy. A roll of teflon tape as well. If this is all poly plumbing you'll need a propane torch to heat the pipe at the fittings and gear clamps.
