Coexistence of olivine and quartz is not stable. They will react to produce a mineral having an intermediary SiO2 content, likely a pyroxene if in presence of magma. Olivine indicates formation from a magma that is depleted in SiO2; quartz indicates formation from a magma that is saturated in SiO2. Pyroxenes and amphiboles form when SiO2 contents of the magma are between the state of SiO2 depletion and SiO2 saturation (intermediate SiO2 contents). Although it is possible for a magma to evolve from olivine-stable conditions to eventual quartz-stable conditions, it would require some rather unique and odd events, and it would be highly unlikely that olivine would persist during the process. Even where there is a secondary overprinting, such as during hydrothermal alteration, the olivine tends to react away before you will see formation of quartz. In practical terms, the alteration could be fracture-oriented, so that there would be a gradient outward from the fracture moving from high SiO2 conditions to low (unaltered) SiO2 conditions, and thus you could see quartz in and near veins but olivine in the bulk rock, but this would simply be a snapshot in an evolving condition. There will be no quartz in contact with olivine.

There are two main types of quartz mining. In developing countries like Brazil and Madagascar it is collected manually either from loose material on the ground or from shallow quartz veins with pickaxes and shovels. Brazilian miners are quite often farmers who collect quartz to supplement their income - they're known as Garimpieros. This is how most decorative quartz is mined. Some quartz for industrial use is mined this way and is called lascas and is arguably the best source in terms of quality. However, most quartz for industrial applications now comes from large granitic bodies -quite often pegmatites- as these can contain a lot of free quartz. These are blasted out and then crushed, milled and purified to extract the quartz. Suitable deposits of this type are few and far between despite quartz being such a common mineral. California is a very big state, so there are a number of good places. I have found some very nice quartz rocks (with a little gold included) in the Cosumnes River, which runs south of Sacramento, from the foothills into the Sacramento Valley. It runs through some gold-bearing areas, which normally have quartz. The Cosumnes runs very low most summers, and you can walk around in the riverbed looking for rocks. Some of the smaller creeks coming out of the Gold Country, like Dry Creek, are also good places to look. Like the Cosumnes, they flood in the winter and run dry in the summer, so you can search easily. Probably all of the upstream areas of the American River would be areas to find quartz. These are the areas I know about because I live nearby and like to search for nice rocks. Edit: Randal's information is good also. Try to put his general areas together with my searching method to find quartz in areas other than the one I detailed.
