The best way to determine the reasonableness of a quote is to bid out the job. This means call at least three separate contractors and get quotes for the job. Make sure that they are bidding on comparable services, ask about their process,experience, lincense/insurance, and materials they will use. Not only will you gtet a good idea of the price, but you'll also be able to pick the most competent of the contractors. Your question does not have enough information to tell you whether or not your quote was within reason. There is a big difference between installing 12 x 12 tiles on a big flat floor and installing mosaic pieces on a vertical wall, for example. Glass and natural stone tiles are harder to work with. Smaller spaces are more time consuming per sq foot, etc. If materials are not included, your price seems a bit high for a basic install on a prepped, horizontal surface. But, like I said, depending on the details, the price could be very good.

YIKES!! Even in the High Desert of California, there is moisture underground. But, getting to your question: a) If your pad was poured over a vapor barrier (visqueen, typically), you do not need to add anything new *as a vapor barrier*. b) It cannot hurt to install a sealer on top of the concrete before you install new tile in any case. That will reduce the dusting in any case. c) But I am thinking that the felt paper you found was installed as a strain-relief rather than a vapor-barrier. It allows the tile to move differently than the concrete slab. This becomes important if there are extreme changes in outside temperature - which penetrates the edges of the slab and varies with the time-of-day - with relatively constant temperature inside. If the tile is bonded directly to the concrete as those temperature changes take place it will begin to spall and separate - not good as even a few fractions of an inch of difference will be enough to break the bond between the tile and the concrete. Were it up to me, I would install a strain-relief (AKA underlayment) with the new tile. There are liquid applications (Laticrete) and sheet goods (Durock) which come to mind and are very effective as a bond-breaker yet give a solid, reliable surface to hold the tile. Whatever you do.......do not put peel-n-stick tiles on top of ceramic. I don't even think that's possible. Even if you pull the tile up first, it's like trading in a Porsche for a Hyundai. If you're not Bob Villa and you don't live in Alaska, then I would suggest forgetting the idea all together and just living with the tile. Pulling up the tile will cause MAJOR trauma to your mental health and really put a dent in you equity.
