- Yes The vapor bearier faces outside away from any subtstrates or wood.It keeps moisture from getting the insulation wet and helps stop rotting should the insulation get wet. I would use a heavy mil thickness on your plastic. I have done this projest, Not fun, but well worth it. Also there are wire hangers you can use to hold op the insulation, speeds up the process. - If you can capture enough water within that plastic, certainly! The head pressure of water is determined by it's depth and not by it's surface area. The ice will take all the weight of the skaters. Just be sure that you have enough depth of ice! I'm guessing that a little more than an inch or two will be fine.

Also if you have concrete walls use a load nailer with liquid nail to attach the lathe to your wall on 16 centers. If it is concrete block walls use a masonry drill with a 1/4 bit and 2 12 penny nails and liquid nails to fasten your lathe.
