Q: How long has Solar PV technology been around?
In 1838 the photoelectric effect was discovered by physicist Edmund Becquerel although it wasn't until the 1950's that the technology was developed enough to produce efficient working cells.
Q: Are Photovoltaic panels expensive?
Over the last 20 years the price of PV modules has fallen dramatically, from around £15 per Wpk in 1980 to current prices of around £3.50 per Wpk.
Q: Will I have to get planning permission?

And spending extra money for a MPPT type controller will get more more useable power out of your solar panel. Would another battery of the same magnitude be helpful in preventing an accident? How much storage capacity does your current battery have (measured in kWH)? A ~$20 Kill-a-Watt meter would take a lot of uncertainty out of how much power you actually use. Even deep cycle batteries suffer reduced battery life from deep discharges. I had not considered the possibility that you bought a 24 volt panel for your 2 volt battery. Hooking the panel you bought directly to the current battery is a horrible idea. I you were lucky it would just cook the battery in a short period of time. You basically bought the wrong type of panel for a 2 volt system. I assume that there are no controllers on the the market for this situation. If that's the case, I don't know of any good way match the 24v panel to the 2 volt battery.

You can figure out how long it would take you to make the expense back. It would be a while. It would take even longer if you wanted to spring for a system that could take you completely off the grid, that would require banks of deep cycle batteries too. But most people are probably fine with a system that ties into the grid, and depending on who your utility is you may be able to sell surplus power back to them. Expense is the main reason I think you don't see a huge number of people adopting photovoltaics yet. Doesn't explain why solar heating isn't more popular though. That's really cheap and practical by comparison. But yeah you can find the photovoltaic panels for sale all over the place. Google it. Yeah the going rate for panels is around 2 bucks a watt.
