Q: I've been looking into solar panels. They are fairly expensive ($35k or so). My state has some rebates and grants available. Is anyone aware of any federal grants and rebates other than the federal tax credit? We are subject to AMT tax and can't take the credit. I have some panels on my house and no they are not cheap. If you look around you can buy them for around $4.70 per watt for a 00 plus watt panel, this will make them $470 or more. But you will get a first quality panel. And no I do not know of any fed. government programs for home owners. These kind of programs usually only go to large companies. And it does not look like our government is going to help seeing how the let the large oil companies keep there tax programs but refused to help solar. A 2V battery designed for a current max of 200mA, can turn on a 2W lamp. If you want to turn on a 2V 200Watt lamp, you need a bigger battery capable of providing 6 amps!! Similarly the solar panel you have can produce a voltage, but when connected to a motor, the voltage might drop to much lesser value!! So apart from voltage you also need to know current taken by motor. Further, motors have a habit of not starting, but once prodded (mechanically rotate the shaft with hand), they may run. If you are in that border area, give a turn to the motor and see.

One lithium cell requires 4.2V to obtain its full charge, Never exceed 4.2V ! Output from solar panel if below 3.7V , nothing charge to lithium. Total charging time until the cell is full depending on the AH rate of cell and the charging current that solar panel can be provided. Suppose cell is rate 5AH, and the charging current from solar panel under full sun shine can maintain 0.5A ( use solar panel short circuit current rate from its specification as a reference ) , hence, 0 hours is enough. And be sure the solar panel can maintain 4.2V output at 0.5A . Remember, over charge lithium cell one time might reduce its life into half . Therefore, let the solar panel output passing through a precision regulator to maintain output is 4.2V is the best way, because, as cell reaches 4.2V , no more charging current is forced into cell ( automatic stop charging ). If you do not have the knowledge to make this simple variable voltage regulator with LM37K ( if you choose this way, buy solar panel output has at least 2V) , you may choose to do it manually by install a current meter and a variable resistor in series between the panel output to cell. By adjust the value of resistor, charging current can be controlled ( if you choose this way, buy solar panel output has as less as 6V ).
