Q: I'm curious to know if the small solar panels on a calculator (ie TI-32) could produce a voltage similar to what is used in a single-use (disposable) camera, approximately 4V.
It isn't Volts that matter if you're trying to put the calculator solar panel on the camera. It would be the amps. The calculator's solar panel will put out however many volts or very close to what the battery puts out. If you want you can test it out with a Volt/Ammeter. You see, those cameras use 2 double A batteries. They are going to put out a higher current than the small dime shaped battery in the back of your calculator; a higher voltage perhaps too. Those disposable cameras have a photo flash capacitor in them that has to charge. You can hear them charge up when you tell it to turn on the camera's flash. Sounds like a winding then the little orange light comes on. That light means the capacitor is charged. You SHOULDN'T be able to change out the batteries in the camera with a solar panel from a calculator without having to wait days for that flash capacitor to charge. Sorry. EDIT: HOWEVER, you can take multiple solar panels and wire them in a parallel circuit to get more current(amperes) or wire them in a series circuit to get a higher voltage. If you were to do this you could power whatever you wanted with them. Even your house if you were to get a rectifier to convert the power from DC to AC.

Meanwhile fossil fuel plants are cheaper to build and from then on you only spend money on fuel when you're selling power (and of course you don't have to pay for the damage you cause society with air pollution and greenhouse gases).

To use the power you get from solar panels for AC power like your house has, you need a regulator, inverter, and controller to change the DC output from the panel (s) to AC and then control the power into your electric system. You also need a unit from your electric company installed. A decent minimal solar system for an average house may cost around $5000 - $0,000. It will take many, many years to pay back. For a full-use system with generator, it will probably take $30,000 - $40,000 IF you don't use it for air conditioning. If you live in an area where you have a lot of cloudy days, it will take many, many, many, many years to pay back. The reason everyone isn't using solar power is because it is not cheap and has not been cost-effective for most situations. Most Americans would not like it's inconvenience at times. It is not new science. It is in use many places and well known. It is great for some applications and as fuel and electrical power cost increase it will be used more. Neither will ever produce as much power as they required to be made if placed in the wrong location, like in the shade or a non- windy area. No coal plant would ever make as much energy as it took to build it if no coal were provided either.

The manufacturer of any serious panel should be able to provide an efficiency. That will be the STC power rating of the panel, divided by the area of the panel, divided by 000 w/m^2. But the more interesting figure is cost effectiveness, as you say, which is nothing more than cost per watt for the same class of panels. Most applications are limited by money, not by area.
