Rather than using steel which over time moisture will seep through the concrete rust the steel bar, so you will be faced with expanding rusting steel which in-turn will split the plastic piping. See if you can obtain some stainless steel shafting of 316 quality that won't rust as it's normally used for yacht fittings and the likes. The other thing to consider is ; plastic piping exposed to sunlight over time breaks down splits breaks, so it's possible that you could be replacing the whole fence again that's just not wise. If you go to a scrap metal yard see what's available in their pile of scrap you just mit come across enough stainless steel to construct your fence or go to a stainless steel manufacturer that works with Stainless steel you just may find in all their off cuts just what your seeking. Another idea is to approach a milking machine installer as often they have off cuts of stainless steel tubing this would be ideal for your fence if you like you can fill it with concrete if you so wish! If I do not use the lamp often, say I only use it a few times a week for 10 minutes at a time, do I need to buy UV goggles? I would like to for eye protection but they are kind of pricey. Yes and they can scorch your sheets if you leave them on high for a week. My oldest son almost caught his bed on fire back in the early 80s. I live on a corner with a fire hydrant, so I know the problem! The lady is using your yard for a dog toilet, and can see her dog is killing your bush. Her dog wants to pee in the same place every day, and every other dog in the neighborhood also wants to pee in the same spot now. Some people really don't care, even letting thier dog crap in your yard when you are not looking. Usually people will walk their dogs the same time each day. I would recommend you water your yard with the garden hose during their walk time, and squirt the lady in the face when she comes by. Oops, so sorry, I didn't see you! I was just watering my bush, which looks like it needs water. More than likely she will not bring her dog along your property when you are there. If she does, she deserves to get squirted. Since you can't always be home, there are motion detector activated ultrasonic dog and cat repellers you can buy to place nearby.

I don't know much about gluing PVC but from the pictures it seems to be a fairly poor mechanical design. It's basically a crank with two pedals (maybe for use with hands as well as feet), right?. The crank seems to be made out of pipe sections and 90 degree elbows with nothing actually making it rigid except for the glue, so all the loads will be going through the glue. A swimming pool is a fairly harsh chemical environment because of the additives to the water, and rehab pools tend to be more heavily treated than normal pools because of the increased likelihood of people with infections using them. That might affect what glues are suitable. I would be inclined to think about putting some pins or dowels through the joints, so there is positive location of the parts preventing them trying to move around, and the dowels will carry the shear loads and torque from one part to the next. The pins could just be thin PVC rods (say 1/4 or 1/2 inch diameter) through suitable sized drilled holes. If the PVC is generally strong enough to take the loads (before the first failure ocurred) then you don't need metal pins. The main function of the glue would then be just to stop the thing falling apart, not to carry the loads. It's not clear whether you are need take the thing apart or not, so apologies if that advice is impractical.

you can use teflon tape or 5 rector seal around the threads. (5 works better and will make it easier to thread as it will lube the threads also). Be carefull using a metal wrench as you can crush the fittings. Plastic pipe fittings don't require alot of tighting. Best way to tighten, is to tighten the fitting, snug. then back off a little bit and snug it up some more.
