It sounds like you nor anyone at your home knows enough about solar to be able to hook them up no matter what type they are. I have to agree with others that they could be hooked up and you just can't see the connections. So the best thing for you to do is get a contractor to come out and check them out. It don't have to be a Solar Dealer because I am a dealer and I use electrical contractors to do the installs. A solar dealer is not always legal to install and normally do like I do and just design and sell the systems. However most any dealer can easly install a solar power system because they are trained just not legal to do the work. Having someone other then an electrician work on it could void the warranties.

I did my own solar panel at a fraction of a commercial one by diy manual. I think some of the important criteria to consider about these diy manual are : . is it proven by many of its readers ? 2. How easy to follow the manual ? 3. Any video showing the steps to assemble your own panel ? 4. Any after sales support ? You can cut down your electricity bill on some small appliances like your labtop or fans, but not practical on heavy duty appliances like air-cond, etc.

Do what we do when power is cut (although we have very reliable power - we loose as much as 2 hours a year), is go Amish. That is go without powered technology. Now, for you, you need more than a solar panel (and likely more than 30W, but that is a start) - you need a battery or set of batteries to store the collected power. 20Ah might do. You need an inverter to power things. For that, likely a 300W will do. For a TV, go shopping, and look at the labels on the back of the TVs. I just bought a 24 TV rated at 40W. If you get a 9 LED TV, it may be likely you can run that directly from battery, for many have separate DC brick supplies. With those, you can make a cable to power it directly from a 2V or so battery, if the supply can make 2 to 5V. Depending on your provider, you may be able to get a mini-decoder which uses a separate brick or wall supply, which means the decoder likely can be directly battery powered. Such a decoder may draw less than 20W.

Whether you get a check for excess power generation depends on where you live. Some places in Texas will do that, the largest 3 utilities in California will not. The bottom line is that you should not expect solar panels to be a moneymaker. They may or may not be a money saver in the long run, depending on your situation. Solar hot water can pay back in a few years, if it displaces an electric water heater, and if it's in a location that is generally warm. Solar electric usually takes longer to pay back, if ever. The best payback is for those who have expensive electricity already, and are also in a sunny area. As an example, our system cost $2k net, and saves us about $600 / year in electricity (i.e., all our usage). It will take 20 years to pay back the installation cost, but I admit we did it for more reasons than the financial.
