- It can, in a way. Classically, light has no mass, but DOES have momentum. Which is how the solar wind can move objects, like a solar sail. People have been trying to measure the mass of light for decades (read the paper by Proca for more info). At the moment, we have an upper limit (it must be less than) 10^-61 grams per photon. There are many ways to test for light having mass, but so far, nothing.

- Producing light requires an energy source. Focusing the light in one direction creates thrust in the opposite direction. The thrust is incredibly small compared to the weight of the power source. Low thrust creates low acceleration. To attain a large velocity → V = a*t, so if a is small, t must be VERY large. To stop at the end of your trip, you have to reverse the thrust halfway through the journey, thereby doubling the already centuries long trip time. (Unless, of course you use dilithium crystals as the power source.....)

- No heat in light. But heat radiation (infrared radiation) often accompanies visible light, as it is just longer in wavelength than visible red colour, e.g. you feel heat in the sunlight, or from a glowing heating element.
