Do you have a picture of what you're talking about? Are you talking about some type of firework(i hope)? OR some civil war artillery shell? Or something else modern ? One of my hobbies is building firearms and other fun projects I can tell you right now this sounds like bad news. I wouldn't play with anything like this. If it's what i think it is.
