- No, fuses are not normally covered with tape, or tin foil, or anything for that matter. Someone had to have messed with it. The fuse blew, and someone covered it, to get it to work, and alas-IT CAUSED A FIRE! Which is why a fuse was there to begin with! I hope no-one got hurt.
