Product Description

Operation
When the power button is pressed, the power bank will turn on, and the 4 LEDs will indicate the power bank's state of charge. 1 steady lit blue LED indicates the power bank has a 25% charge; 2 steady lit blue LEDs indicate a 50% charge; 3 steady lit blue LEDs indicate a 75% charge, and 4 steady lit blue LEDs indicate a 100% charge. The blue LEDs will only remain lit for several seconds after the power button is pressed and then they will turn off, provided an electronic device isn't plugged into one of the regular (type A) USB output sockets and actively charging. It is important to note that the power bank must first be turned on in order to charge a device that is plugged into one of the regular (type A) USB output sockets. In other words, it is necessary to turn the power bank on in order to charge an electronic device. If an electronic device is connected to the power bank and charging, and you want to turn the power bank off, simply press and hold the power button for a few seconds until the blue LEDs turns off.  
When the power bank is plugged into a power source, a blinking blue LED indicates that the power bank is in the process of charging to achieve that particular percent state of charge. For example, if 3 of the blue LEDs are steady lit, and the 4th blue LED is blinking, then the power bank has a 75% charge and is in the process of charging to achieve a 100% charge. Once all 4 blue LEDs are steady lit, then the power bank will have a 100% charge.
Important
It is important to note that this power bank has an auto-off feature which automatically turns the power bank off when the electronic device charging current drops down to a small value. This is done to help conserve power, and it usually occurs once the electronic device being charged has achieved a 100% state of charge (or close to 100%). However, this feature can sometimes prevent 100% charging of certain types of devices that only require a small amount of charging current such as a small Bluetooth headset.

Depends on the type of power or energy. Assuming electrical energy You want to measure energy not power, as power is a rate of energy production. Easiest is to get a watt-meter, but it has to be sized for your voltage and type of output (AC or DC), and you also need a load resistor (or resistor bank if the output is high). The watt-meter, which is actually a watt-hour meter, multiplies voltage by current to get power in watts, and multiplies that by time to get energy. There are other ways, such as thermal, but that only works short term. So you need a watt meter plus a load resistor (or active load), both sized for your wind turbine. So first thing is to determine your voltage and max current output, then size the watt-meter and the load.

The value is based on the size (capacity) of the battery in the device. Small ones are typically around two Amp-Hour, the big ones 10 - 12 AH. Prices vary tremendously and retail stores tend to be more expensive than buying online. If it's around 2 - 3AH (2000 - 3000 mAH) or more it's not a bad deal.

To make power banks out of laptop batteries is somewhat difficult. The problem would be about recharging mostly, and a little about voltage matching. I doubt if anybody has ever managed to do that successfully. Other more feasible approach I would think, is to use lithium ion or polymer batteries commonly used in Radio-Controlled toys and its general battery charger. That way you can fit the voltage, number of cells, and be able to use balancer and general smart battery charger for your purpose.
