Slowly use leverage to ease the latch out of the hole until the locking part clears. This should work. As for the lights working on one side and not the other, that's more than likely a bulb issue, not a switch issue. However, the passenger side switch not operating the lock motors could be a switch or wiring. I'd pull the door panels off and get everything lubricated (a good quality spray lubricant will work, either graphite or white lithium) and go from there.

You need a good lock shop. If they don't have the exact piece they could make one. Also if you know who made the lock, go to their website to check for parts or distributors that would have the part. It is fairly standard. But be sure the square shaft on the end where this tab goes on isn't damaged. Good luck.
