With a pair of needle nosed pliers bend the tip into the smallest hook possible. Try to insert the paper clip either under the broken part or down through the groove on the side of the broken part. You then need to try to wedge the hook part of the paper clip and pull back towards you. Usually, only a very small bit of the broken part will come out. Try to grab it with a pair of tweezers and pull it the rest of the way out. Patience required.

Your dealer is full of it if they cannot get one and they can key it for you. Go to another dealer. If your locksmith cannot rekey a simple lock then find one who can. I am not a locksmith and can rekey a lock with a simple tool ( a piece of card )
