- It may possibly refer to similar laws that prohibit underage employees from operating certain pieces of equipment in their employment. Not to say that these are machines that one would rent, but I know that underage persons may not operate powered shopping cart pushers or trash and paper compactors. Equipment that one would rent, such as chain saws and circular saws or compressors can be dangerous in the hands of a young person or anyone unaccustomed to their use.

- Looks like a fence tightener to me. The pulley with the chain stops is the working pulley and the cable pulley is the tightener. Just pull on the chain and the cable is pulled at the same rate, thereby tightening the cable on the fence. Just a guess though.

To get an even better calf workout, stand up on the ledge of a fireplace, or on a sturdy coffee table, and let the back of your feet dangle off the edge, so that your feet are at an angle, then tense your muscles to raise yourself up to the tips of your toes, then slowly go back down.
