Unless you were married to your ex and are still married to him, you have no legal say in what happens to him at all. His biological family need to go to court and petition for either guardianship or conservatorship since he didn't leave either a power-of-attorney or a living will. And frankly speaking, until a family member (or the Public Guardian) does this, the family (including the sister) has no right to access any of his money in his bank accounts. And the bank is right to refuse this access! If his sister (or other family members) want access to your ex's finances, then they must go to court. If they do not, I think you will find that the hospital's social workers bring in the Public Guardian themselves to provide protection for your ex's fiances. And by the way, that money can only be used for your ex's care. It can't be used to benefit his family or anyone else before his death. And if they do use it for their own interests, they could face criminal charges. Oh and as for waiting until he dies, even then if there is no will, then the monies/assets will be distributed according to state law and not according to how the family wants. Good luck.

My recommendation at this point would be for you and your mother to contace the social services department or case manager of the hospital he is in and ask them to assist you in creating a Durable Power of Attorney for Healthcare. Because your mother is willing to opt out of the situation then this will not be a complex process - and they can guide you through the steps. Being the DPOA for your father will mean that any and all medical decisions he is unable to make on his own you will have to make for him -- you need to utilize what is in his best interest and what you know he would have wanted done if he was able to speak for himself. It's a very important role in a persons life - especially one so young. If the incapacitation period is going to be lengthy you can speak to an attorney about extending the POA to cover caring for your fathers affairs that do not relate to medical care - such as bills, finances, and property. Just a note: You can become the DPOA even if your father is already incapacitated - this would normally fall to his spouse, but since she does not want to accept the role she can opt out and you can be appointed because someone has to speak for your father and it is in his best interest. You can charge the power bank by USB adapter . From the instructions in manual , the output is 5V ,2A . So if you can charge power bank by standard power (5V,2A) , it 's better .

I would avoid wells fargo or any private banks, the fees and crap bulk mail they distribute is insane. I was with wells, it was a hassle. I am with a credit union, practically no fees, and better customer service. anyways you should get a checking account. look for an account with little to no fees. and make sure you get overdraft protection it's important!
