Tower crane is a modern form of balance crane that consist of the same basic parts. - this is not my area of study but i will give you something to consider. if you are looking for a large capacity crane for use on permafrost, you wont find one. the pressure placed on the permafrost by large weights will cause it to melt. anything that is heavy, like a house, will sink in the tundra just like it will in a swamp. for houses they excavate the foundation a build a giant wooden raft that the hose floats on. in ST Petersburg, Russians preferred a mix of reeds and slave laborers corpses's to build the raft. as long as the ground is not frozen there is somebody how makes what you want. if the ground is frozen, you will only find small machinery. best of luck ps dont look to hard. lots of diesel engines work great at sub-subfreezing temps.

- The top sections of the mast beneath the crane are removed one at a time and lowered to the ground. The top section of the crane has hydraulic rams that lower it down one mast section at a time. It is hard to describe without a diagram or photos. See photos at attached link. In some design, the jacking portion is at ground level. The crane jacks itself up so a 20' section of the mast can be unbolted and slide out. Then the jack is lowered so the process can be repeated. - All maximum. On some of the older cranes it's written on a plate: so many tonnes at so much radius etc. In the really good old days a pointer needle was on the side of the jib pointing to a scale in tonnes, variable as the jib went in/out/up/down. If you think about it, there's no other way to rate a crane apart from its maximum performance. Hope this helps.
