You must have sulphur in your water. Scrap it off and expect to have to do it again. Good luck I believe the GE models the tube is foamed in place not changable by itself. It's a fairly common problem with the dip sticks that have a plastic top. Over time due to the heat their exposed to they become brittle and the plastic ring snaps off.
