The hot summer sun heats the pavement. The pavement in turn heats the air directly above it. Hot air is less dense than hold air (hot air rises). A beam of light will change angle when passing through mediums of different density (Snell's Law). Since the light bends (changes angle), the light does not hit your eye as a driver or walker the way it normally would, so the highway becomes reflective of the sky above or other materials instead of the road.
