The Constitution lays out exactly what Congress has the power to pass laws regarding, and what powers it has, while it does not mention anything about a bank.

As far as taken 277, it depends what for. If it is to pay legitimate fees, yes they can collect the funds. As far as suing, you probably could, but all you would be eligible for is the 26.90, the 35.00 fees that were caused by it and any filing costs for the suit. Not worth it probably. If its truly illegitimate activity the bank will pursue fraud charges

How long will it take for the alternator to fully charge the four batteries?: It will work, after a fashion, but: You won't get much charging out of that alternator at idle. (You'll want that engine at about 1200 RPM minimum.) You will be draining the car battery initially. (This might be a serious drain if the battery bank is large in comparison to the car battery.) If the battery bank is much larger than the car battery, you might be overloading the alternator when you first start recharging. Don't let it heat up too much.
