Most likely not. I would hold something that is straight against to determine where the bend is. Than I would lay a board over that area and tap the board with a heavy hammer. The board will disperse the hammer blow along the door so it doesn't get dented. Check for straightness, hit it again... etc. At some point it will become straight.

Q:What type of paint should I use to paint a metal door?
For the outside you should use exterior paint. I used American Tradition Duramax exterior Satin house paint in white. I found this to give excellent coverage and a very nice finish. For a nice finish use a foam brush or a small foam roller. Using a paint brush will cause brush marks. I bought this at Lowe's. It was expensive but worth since it gives a one coat coverage. Most metal doors come already primed white. If you should need to prime it first use a good interior/exterior primer so it can do both sides. Always use a foam brush or roller. This particular paint is so nice, I don't know why you couldn't use it for the interior. Ask about that at Lowe's and they will give you good advise if it can also be also used for interior. I used it on the interior wood work around the door and windows on my sunroom. Just so you know this particular paint can also have color added. Happy painting!
Q:Cannot screw hinges into door because screws have nothing to grip onto. Cant use toggle anchors either. Was thinking of using dowels but then again, the dowel has nothing to support it... What about just squirting a tube of liquid nails down the inside of the door and inserting galvanized screws (despite only being held by the adhesive..) Sounds like you are referring to a typical metal clad door. If the wood is rotten, there is not much you can do with the door but scrap it and buy a new door. Any other method will just delay the fact that the door has to be scrapped. You require solid material to hold a 100 pound door on the hinges. Liquid nail is meant to fasten materials to-gether with a thin layer of the compound; NOT as a filler. A stop gap solution which may work temporarily is epoxy. If you can fill the area inside the door with enough epoxy and let it set; then you may be able to drill a small pilot hole into the epoxy after it set then insert the screws to hold the hinges. This would only be a temporary fix as the moisture inside the door will eventually cause the steel cladding to rust through. Personally you are wasting your time and money keep that door.
