- You answered your own question. The bank is not mentioned in the Constitution, so then why would the government think it has the power to create one? The Constitution lays out exactly what Congress has the power to pass laws regarding, and what powers it has, while it does not mention anything about a bank.

Bottom line is that you need an attorney, and the attorney already knows what the Power of Attorney has to be, it's a commonly used form in such transactions, and there might be issues with a foreign-executed POA. My Idea came from youtube I got the exact parts he has the same circuit board the only thing I'm not showing are two switches and my battery i have the switches to keep the current from going to transistor when I turn the thing on, the second is a mystery to me. The circuit board power terminals are on the far left (right:positive) the speaker terminals are on the far right mid board (bottom:positive) He wired the the speaker wires to the PNP transistor and then later added NPN transistor (i was at radio shack and thought about buying a bigger one but the guy said stick with his exact layout until I get the hang of things) I don't know where to put the transistors and have no idea about the switches but I'm assuming one goes from the speakers output to the first transistor

- Yes, the IRS does have the power to get money from your bank account. It's called a bank levy, but that only happens after they've already sent you notices advising you of their intent to levy and you ignore those notices. Also, these notices are only sent if you owe them money and aren't already taking steps with them to resolve those unpaid taxes. Since you're already in an installment agreement with them and this was a one-time profit, you don't have to worry about the IRS taking your money from your bank account, so go ahead and deposit it. The IRS does have the ability to raise your monthly payments, but only if you show an increased ability to pay (like a new job with higher pay -- something steady and reliable like that, not a one-time sale) and even in that case, they would notify you of your new monthly payments, not just take it from your bank without warning.
