believe it or not, mice are the ones who domesticated cats 3000 years ago! according to Discover magazine, when humans stored grain in huge grain silos, mice invaded these silos constantly. cats began to hunt the mice in these silos, they realized that humans were the ones who owned the silos and thought, if i'm nice to the humans, i will have free range to hunt mice in their silos. all the cats that were not friendly to humans had to find food from other sources.

Flour is fine and can get into the air. Grain silos are filled with whole grains. They are dusty and dirty, but dirt isn't flammable. You can set grain on fire, but of course you aren't going to see a whole kernel of corn floating around in the air that you could accidentally ignite with your cigarette.
