In order to launch those missiles you need authentication codes and multiple people to turn the keys simultaneously. That being sad the President does have the authority to launch a retaliatory strike against a nation that attacks us or our allies first. However the soldiers on the ground do not have the authorization codes that have to input into the missiles to make them active, that's why the codes exist in the first place. It guarantees no one goes nuts and launches on their own. It's also why you need multiple people to launch a missile.

Check out a book called The Makers Diet I forget the authors name. Edit. This book describes in detail why we should or should not eat certain foods. Like the answer above, God told the Israelites not to eat certain foods because of health hazards. Remember the air between grains. I would suggest using weight as the form of measure. You can easily return that to volume if necessary. Look, think - the answer you are seeking varies depending on whether the grain has settled or not - a big difference. Also humidity. And grain type. There are too many changing variables (well, 3 here...). Small differences become big on a scale such as you describe.
