PP-R (polypropylene random) tube called type three polypropylene pipe and is also called the PP-R pipe or PPR pipe, with energy saving, environmental protection, high strength, corrosion resistance, with smooth inner wall has the advantages of scale, construction and easy maintenance, long service life, widely used in building water supply and drainage, urban drainage city gas and power cable sheath, and industrial fluid transportation, agricultural irrigation construction, municipal, industrial and agricultural fields. The PP-R pipe is made of random copolymerized polypropylene and is extruded into tubes to be molded into tubes.

Q: Can plastic tubes be easily cut to size?

I know what tube you are talking about. That tube is the breather hose for the power valve. As the piston rings start to ware, the oil in the premix doesn't get fully burned and accumulates on the power valve and lt's linkage. The engine is probably overdue for a top end rebuild and power valve cleaning. Remove the cover to see how much crud is in there. 2 stroke engines require rebuilds quite often, to prevent damage to the cylinder. If the top end is fresh, remove and clean the power valve. Otherwise clean the valve and replace the piston rings.

Q: the tubes are bout 1cm ID with only about a 1mm thickness. I don't think threading them will be possible, and the seal between that has to be water tight.
you need coupling or socket to connect the two pieces and then apply adhesive to connect, there is a traditional way which you heat up on side to form a spigot or cone shape little wider than 1cm and insert one end while it is hot then press for tightness, this is not good from quality point of view.
Q: i have to know, because otherwise the hoover is rendered completely useless, the bottle cap is the same size as the hoover tube and i do not have a stick or long object long enough with which to poke it out :(please help me
Have you tried blowing it out. Wipe the opening on the opposite side of the tube where the cap is with some rubbing alcohol till it's clean and let dry. Then take a deep breath and blow through the tube, sealing the tube by pressing it against your face. This should dislodge the cap enough to where you should be able to shake the cap out.
