Q: I have a bank of 10 flash caps all rated at around 300v and about 160 mF apiece. How do I charge this?
A DC power supply that can deliver about 290 volts (NOT over 300 volts) will do that. A series power resistor based on the current output of the supply will limit the peak charging current to a safe value. For example, a voltage doubler from the 120 VAC line will deliver 330 volts DC. If you can find a transformer with a 200 volt 1 amp secondary, that will produce about 280 VDC. A 100 ohm power resistor in series will limit the current to 3 amps. Peak power in the resistor would be 1000 watts. Resistors in this capacity are very expensive. I'd try 3 120 volt 200 watt light bulbs in series instead. Under that setup, charge time will be: time constant is 100x10x0.16 160 seconds, and several time constants will get you charged up. EDIT, I'm taking your word on the caps size, and the above calculations reflect that. But I think they are actually 160?F, not 160mF. The latter would be much too large to fit in a cameral. Capacitor manufacturers tend to use m when they mean ? for some reason lost in history. In that case, the series resistor need only be a 500 ohm 50 watt unit and the charge time will be a few seconds. .

Before you get serious about solar, learn as much as you can. There is a lot of info on the Internet. The California Energy Commission has a wealth of info, and all you need to comply with their rules for rebates. Does your roof have unobstructed sunlight? trees or adjacent buildings can knock down the efficiency of a rooftop system. With fixed systems, it is best if the ridge line runs approximately east and west, so you can mount panels on the south side. Maybe your building department or contractors can tell you of solar installations in your area. Solar owners like to talk about their systems. I elected not to have batteries, and am glad. They add thousands to the cost, require maintenance, need to be replaced occasionally, and rob your system of power, just to keep the batteries charged. I would have them only if uninterrupted power were necessary for things like medical equipment. Expect to pay a lot more than you have been told.

Yes, it is. All circuits contain some degree of inductance and capacitance in addition to resistance. In a normal circuit, on alternate half cycles, the inductance and capacitance take and return power to the source. They are called reactive loads. (Of course, if you are charging a capacitor bank, they only take power until you are ready to use it.) Resistance only takes power and can usually be thought of as the actual work being done. That power is called various names but the consistent denominator in them is a reference to actuality or activeness. It is measured in watts while reactive power is measured in volt-amps (and, as that implies, includes the true power as well as the moving back and forth power). However, reactive power (and current) is physically real even if not thought of that way and circuits have to be designed to carry it back and forth, not just with the true power in mind.

Q: I used to have my own apartment and paid the power bill I had a 400 dollar balance from it since forever. I have lived with a roomate who's name the bill has been in since. The power company likely has sold the old debt to a collection agency and it remains on your credit report. But you the memory of your past debt will be remembered and will require you to pay a deposit with the power company to receive service. This is not such a bad deal because they power company will pay you interest on your deposit at a higher rate than your could find with a certificate of deposit at a bank now a days. So be prepared to send in and extra $300 when you request service.
