See all possibilities to relocate the wash basin to other areas, i don't see the plan of the room .. so i can't suggest as such 3. U shall always make a cut-out opening in the wall with all sides (top, bottom and 3 sides) closed and opening in the front and have the whole wash basin set-up behind the wall. I would think a burn bulb would look better than an empty socket. I would surmise that the tube was most likely used to fill some container that had a fairly small neck opening, like a water bottle. It does seem odd that the tube and the fixture would both be active at the same time without a shut off on the tube. ?? Strange things, but I'm sure whoever had it put there had a good reason.
