Q: I have a 38,000 input BTU water heater venting into a masonry chimney. I recently had the flue relined with a 4 inch stainless steel liner to bring it up to code and also to allow for better draft. However, I am still running into the same problem I had prior that when my attic fan is running it causes the chimney to downdraft. If the water heater is running first to heat the flue, and then the attic fan is turned on after, the draft is ok. But I can't count on the attic fan never running or the water heater always running. I know the problem is because the water heater is in the basement, below the neutral pressure plane of the house. Or (B) can I just dump the crusher run on top of the sand and tamp it down?: You need to dig down, compact what's under the sand, apply the crusher on top. If you only compact sand, your deck will collapse after a heavy rain, especially Florida's regular hurricane flooding rains. You can push some of the sand back over the crusher to help fill in any gaps.
