The insulation is always placed in the rafters, leaving the rest of the attic space ventilated. That's why it's so important to cover every opening with screen to keep birds and animals out.

I'd like to put a train set in my loft / attic, so to avoid it being cold in there during the winter I'm considering having no insulation in the floor of it where one usually would, thus allowing the heat to rise into the loft. Then, insulate the roof between the rafters instead. Is this just as good at keeping the heating costs down?

It will provide some insulation but not as much as you can get by insulating the attic in the normal way. Typically you use very thick batts or blown insulation that can be 12 to 18 inches thick. If you insulate only the rafters you will probably only have 5-1/2 inches of insulation. I think you are going to find the attic with this arrangement pretty cold depending on where you live.

I do not have extra space on the roof. Roof also tapers to drains at one end of building.

Nope. The DOW rigid insulation is an R-5/inch. So 4 inches gets you an R-20. Sorry.

we replacing our torched down rubber roof and my contractor said we need to install a 1 inch rigid insulation..is the insulation needed?

There are a couple of types of torchdown, refer to the manufacturers instructions for the product being used. Most rubber or vinyl (pvc) do not fuse to the roof surface and depend on soft non-abrasive surface for maximum life.
