No need to call a plumber, simple fix. Your water trap below the sink is clogged, most likely with hair. Use a wrench for that. The pipe outside needs to be covered, otherwise when the wind blows into it, reverse pressure will siphon nasty gases back into your house.

Q:About 10-12 years ago we had our bathroom sink resurfaced (I don't know what with, and it's now rather pliable/rubbery), and it's beginning to peel around the faucet area, and in some very small spots in the main part of the sink bowl. It could also be an epoxy spray that they put on there but you should find out before doing anything. It's probably better to just call it quits and get a new one. Stripping it will make a mess, release potentially hazardous gases, and just be a lot of work to bring it back to the original ugliness you covered up in the first place. Best way, sand then seal.

And the little center cap that sucks the water in the pipe is flat down not centered and the white pipe is loose and I tried to hold it up the water was goin thourgh the pipe but when I let go the water leaks out again I don't know how to tighten it I don't even know if that's the problem please help...
There is a nut on the bottom of the sink just under the rubber washer. You can tighten this nut and it will secure the tail piece securely again. The question is why did it loosen up? Also before you tighten it get yourself some plumbers putty and make a 3/16 inch rope of it that will go around the intire flange. slip this under the edge before you tighten down the nut. It gives a double seal for the sink and won't allow water to seap out. If you have any questions email me and I'll try and get you through it
Q:Our house was built in 1992. The faucet is old and needs to be replaced. At one point we had purchased a Moen faucet, but the new faucet had like rigid pipe connections whereas the old one has what appears to be soft copper much smaller pipe connections. Im just wondering if this is something that is not easily done. Do they still sell the faucets with the soft copper lines? Or do we need a plumber to do this?
It is not too tough depending on your skills. You will need a basin wrench. You will have to disconnect the supply lines (both hot and cold) and remove the two nuts holding the old faucet in place. Next you need to install the new faucet which is sometimes a two man job, one to hold the faucet straight and the other to tighten the nuts. I suggest you replace your supply lines with flexible lines. Last but not least you will need to hook up the stopper rod that open and closes the stopper in the sink. Well that is how it is done. I figure you can now decide if you want to tackle the job. Good Luck!
